The United Nations Mission in South Sudan (UNMISS) is intensifying efforts to ease tensions in Panyijar County, Unity State, amid rising instability along the border with Lakes State. Ongoing cattle raids and communal clashes have displaced hundreds of people in the area. A UNMISS delegation recently visited Panyijar, where they met with local officials and encouraged dialogue as a path to peaceful coexistence. Radio Miraya’s Jacob Moyo caught up with Hiroko Hirahara, Director of the UNMISS Civil Affairs Division, who outlined the mission’s continued support for local peacebuilding and community engagement in the region.

As South Sudan continues to grapple with sexual and gender-based violence, which remains one of the most pressing scourges in society, legal scholar Dr Akuch Kuol emphasises the need for comprehensive interventions that go beyond legal reforms. She points out that the concept of consent remains a significant grey area, often enabling the continued perpetration of violence against women and girls. Drawing on her research, Dr Kuol highlights the importance of strengthening the legal and policy frameworks, enforcing existing laws, and transforming cultural and customary norms. She stresses that such transformation must be approached with nuance, reflecting the complex realities of South Sudanese family dynamics. South Sudan’s Judiciary has launched its first-ever five-year strategic plan (2025–2029), setting out eight key goals to make the legal system more accessible, inclusive, and responsive to public needs. The plan prioritises expanding judicial infrastructure, increasing the number of judges and support staff, and addressing challenges such as language barriers and limited access to courts in remote areas. Developed through stakeholder consultations and supported by partners including the United Nations Mission in South Sudan (UNMISS), the strategy has been described by judicial officials as a long-overdue step toward strengthening the rule of law. The question now is whether this plan can effectively address long-standing issues such as judicial weakness, lack of independence, and low public trust. In Uror County, Jonglei State, 43 of the 106 schools operate without buildings, holding classes under trees. Seasonal floods and ongoing insecurity, including child abductions and cattle raids, regularly disrupt learning and endanger students. Of the over 800 teachers serving the county, only 270 receive government salaries, while 552 work as unpaid volunteers. South Sudan, one of the world’s most mine-affected countries, has formally requested an extension under the Mine Ban Treaty to clear all anti-personnel mines by June 2030. Originally expected to complete clearance by 2021, the country now seeks a second extension due to ongoing conflict, access challenges, and limited funding. Presented through the “Individualised Approach” during the 19th Meeting of States Parties, this highlights the urgent need for targeted technical and financial support. The United Kingdom’s Special Envoy to Sudan and South Sudan, Clare Staunton, has reaffirmed that the peace agreement remains the only viable framework for achieving lasting peace in South Sudan. She emphasized the need for all parties to demonstrate full commitment to its implementation. Staunton also called for either the release or fair trial of First Vice President Dr. Riek Machar before a competent court. Several health facilities across the states of South Sudan are submerged, as the country faces its worst flooding crisis in years. The government, alongside health partners including the UN's World Health Organization (WHO), is responding to multiple emergencies across the country, as healthcare demands exceed the capacity of the remaining operational centers. Dr Tony Tombe of WHO tells the Miraya Breakfast Show that the organization has distributed 87 tonnes of emergency medical kits throughout South Sudan. Makeshift and mobile clinics have been set up to support existing facilities, which are burdened with additional displaced populations. South Sudan is grappling with the impacts of climate change, which threaten the livelihoods of its population. UNMISS Climate Security Expert Lucas Destrijcker notes that these impacts are exceptionally visible in South Sudan. When farmlands no longer produce yields and widespread flooding displaces people, increased competition for limited resources follows. The UN Mission in South Sudan is adapting to the changing environment as the impacts trigger violent conflicts. The UN Police is providing training for the capacity of local police to respond to the threats to peace caused by climate impacts. Training, Planning and Evaluation Officer at the UNPOL Training Unit, Lamin Trawally says identifying trends and hotspots where climate related issues can lead to security challenges forms part of the mission's response to climate change challenges. South Sudan's elections that were scheduled for December 2024 have been postponed. The transitional government has given itself two more years to implement the roadmap to elections that have been pushed to December 2026. The government cites inadequate implementation of key activities for the elections to be held. The permanent constitution drafting process has not started. The unification of armed forces has not been completed, and the voter registration processes are still outstanding. The type of elections that the country has to conduct has not yet been determined. The government says it will focus on raising funds to implement the key outstanding tasks. Dr. Garang Akuot, psychiatric specialist in South Sudan, says cases of depression often reach hospitals late. Due to the lack of psychiatric facilities in the country, some psychiatric patients are sometimes placed in prisons, which can worsen their conditions. Dr Akuot emphasizes the importance of visiting a psychiatrist. He tells Radio Miraya's Joana Poni that depression is common in South Sudan's communities, especially among girls who are frequently exposed to social pressures such as violence, and sexual crimes .

Floods in South Sudan have overwhelmed most parts of the country, affecting more than 470 000 people. The flood crisis is expected to peak in September. In an environment where funding is scarce, the government of South Sudan's response to the flood is hampered by an economic crisis. The humanitarian partners are also facing dwindling funding as there are several global crises that donors are responding to. The United Nations Deputy Special Representative of the Secretary General/Resident coordinator/Humanitarian Coordinator in South Sudan, Anita Kiki Gbeho tells Radio Miraya that 2024 is particularly a "difficult year." Humanitarian and Disaster Affairs Minister Albino Akol Atak says community response is just as important as the support from international efforts. Welt Hunger Hilfe South Sudan has just concluded a five-year project that responds to the needs to rebuild livelihoods in the flood-prone Rukbona area of Unity State. The 2021 floods destroyed farmlands, homes and the means of livelihoods, leaving people without land for cultivation and pastures. WHH supported the people through the tough times by re-establishing cultivation through multi-crop model gardens. WHH's Agriculture and Rural Development expert Mackenzie Masocha says the success of the project has had far-reaching returns for farmers as the village saving and loan associations are spawning more business ventures.

The war in Sudan has displaced millions. Like thousands of South Sudanese who lived in Sudan, Jumma Moris Morino had to trek back to his ancestral land. He was not born in South Sudan; he had lived all his life in Khartoum, where he was born. The journey from Khartoum to Juba is not an easy one, and he has decided to tell it the best way he knows how—through fine art on canvas. An exhibition is underway in Juba where Morino is showing 24 of his paintings that depict the precarious journeys from Sudan to South Sudan, where returnees and refugees have sought sanctuary, albeit in less than comfortable conditions. Over 70 % of the South Sudanese population is said to be of the youth age bracket. The history of protracted civil wars in the country has record of majority of youth involvement in the negative developments that include among others political violent, inter-communal conflicts, cattle rustling and other crimes. During conflict, the youth are the most fragmented entity without any value that identifies them as purpose driven entity or unites under one national identity. With about eight months to the end of the transition period in the country as per 2018 Revitalized Agreement on the Resolution of the conflict in the Republic of South Sudan (R-ARCSS) the Reconstituted Joint Monitoring and Evaluation Commission (R-JMEC) a body mandated to monitor the implementation of the agreement released its quarterly report for the period of 1st April to June 30th on the status of the implementation of the agreement. Girls' Education South Sudan (GESS) has started the validation process for the 2024 cash transfers to girls who are beneficiaries of the programme. The validation is a verification procedure that seeks to ascertain that the assistance reaches the intended beneficiaries. GESS has adjusted its reach to include boys with disabilities. British Embassy Development Director, Kobe Bentley says it is part of an equity effort in providing educational opportuinities to those in need. GESS Team Leader, Daniel Gesaka says the upcoming support for education will include intensification of professional support for teachers so that the girls can access quality education.

“The Man of the Two Worlds,” a new book authored by Ustaz Lewis Anei Madut-Kuendit is an autobiographical exploration of the life of a man who has lived through different spaces and times. He traces the narrative to 1996 during the liberation struggle when he went to the site of burial of an ancestor in his Dinka lineage. In the book, Ustaz Kuendit takes us through the transition up to his encounter with urbanised metropolitan. It is a story of a liberator, a teacher and a community leader. South Sudan opened its doors to refugees, becoming a place of refuge for those who are fleeing the war in the neighbouring Sudan. Thousands have crossed the borders, joining many more from other countries, and various communities across the country have welcomed refugees. The Deputy Head of the Delegation of the European Union in South Sudan speaks on the interventions that they are implementing through partners to comprehensively foster self-reliance of refugees and displaced people the country. Many parts of South Sudan are anticipating unprecedented floods. Authorities in Uganda say levels in Lake Victoria levels have gone up and they will be releasing water. Downstream in South Sudan, this is expected to trigger flooding. The IGAD Climate Prediction Centre has forecast intensified rainfall in the region, further raising the risk of flood occurrence. In places like Bentiu, in the past, flooding has displaced communities and this year, there are fears of the similar displacements. However, UNMISS Climate Advisor Dr Johnsom Nkem tells Radio Miraya that floods must also be seen in positive light as the deluge of freshwater can present opportunities. The Nile River is the lifeline of many across the East African region and beyond. IGAD is implementing a project that aims at improving the aquatic ecosystems and helping member states to harness the returns of the "blue economy." South Sudan Relief and Rehabilitation Commission – RRC has issued a warning to the public and supply companies to do their due diligence through RRC, before responding to tenders advertised on NGO Forum. The RRC says it has so far received reports of possible scams from over 16 supply companies. These scams are reportedly perpetrated by suspected organized criminals who operate as registered NGOs. Dominic Michael Genge, the registrar for NGOs at the RRC says due diligence is important when companies are responding to tender calls.

Kuel Aguer Kuel tells Radio Miraya's Sani Martin that General Thomas Cirilo, the leader of the National Salvation Front, General Simon Gatwech from the SPLM Kitgwang group in the Nairobi Peace talks and absences will compromise peace prospects in South Sudan. Kuel says the mediators need to continue engaging the groups that are not participating in the Nairobi talks so that they join the peace process.

Residents of Mankien say their town is being raided during the night by armed youth they claim are part of the Terchoung militia, loyal to former Unity State Governor Dr. Joseph Monytuil. Norwegian Foreign Affairs Minister, Espen Barthe Eide, addressed the High-Level Mediation Talks for South Sudan in Nairobi on Friday. Foreign Minister Eide recounted the long cordial history and similarities the people of Norway share with South Sudan, right from the liberation struggle to Independence and onwards. The UN children's agency (UNICEF) is encouraging parents to vaccinate their children against malaria when the vaccination campaign opens up in July. The call follows the arrival of 645,000 doses of R21 malaria vaccines, expected to be rolled out to 28 counties with the highest malaria burden in the country. UNICEF South Sudan officials, Immunisation Specialist, Patti Samuel and Social and Behaviour Change Specialist, Atem Agot speak about wide ranging issues in the fight against malaria. They emphasize that the vaccine is among a number of measures and efforts that are deployed to combat the disease.

Economic analyst James Boboya says the passing of the Public Financial Accountability 2011, Amendment Bill will be a huge step toward ensuring proper use of resources in the country. The bill will ensure that all loans are approved by Parliament. Mr. Boboya says over 2 billion worth of loans are unacconted for due to lack of proper debt data management. He says once the bills is passed, there will be changes as long as the mandate of the parliament is not interfered with.

The Revitalised Government of National Unity and parties that are non-signatory to the peace agreement have drawn up their positions on the negotiations in Nairobi. A delegate of the civil society in the process, Geoffrey Lou Duke is upbeat about the mediation and he tells the Radio Miraya team that a positive outcome is a possibility. He says National Salvation Front/Army leader Thomas Cirillo still has an opportunity to join the talks.

As the country prepares for the ending of the transitional period, the political processes leading to the elections are underway. Already, the Political Parties Council and National Election Commission have started their respective preparations. Early this year, the Political Parties Council notified all unregistered political parties to submit their credentials and applications for registration. The aspiring political parties must meet some criteria, key among is the registration fees of US$50 000. Some political players say the amount is exorbitant and it will exclude some competent political hopefuls. Boats are the lifeline of communities that live in the states along the Nile River in South Sudan. The River Nile waters give life in more ways than one. From humanitarian food supplies to medicine and transport for people, the boat operators serve communities that need support. However, the transport operators who eke a living out of the Nile say journeys down the river are a nightmare. Illegal checkpoints litter the waterways and rent seeking patrons inflict all manner of harm to the operators. Since 2021, up to 30 people have died from skirmishes with armed personnel who impose illicit charges and loot cargo. Radio Miraya's Magdoline Joseph went down to the river to get the voices of the operators who navigate the risky Nile waters in South Sudan.

Clubfoot, a foot deformity that some children are born with is quite common in South Sudan but the treatment is challenging. Usratuna Rehabilitation Centre supported by OVCI in Juba offers treatment to patients coming from all over the country. Hakim Clement Emmanuel , a physiotherapist at the centre tells Radio Miraya that the treatment is life changing for beneficiaries. However, there are a lot challenges that require resources, and consistency in following through the prolonged treatment particularly by the caregivers as it lasts for 4-5 years.

The Stockholm International Peace Research Institute (SIPRI) has released a study on world military expenditure. There are revelations on South Sudan. The country spends big on the military as it registered the second highest percentage increase in military spending globally in 2023. The country is in a precarious position as it deals with its own sporadic intercommunal conflicts and the civil war in the neighboring Sudan is lending pressure on its neighbours that have to contend with spillovers of instability. The borders have become frontiers of military activity, and consequentially, countries like South Sudan, sharing large tracts of borderlines with Sudan are prompted to increase military presence. In this interview, senior researcher at the institute, Dr. Nan Tian tells Radio Miraya's Magdoline Joseph Kwajok that that "there is a very strong linkage between conflict, insecurity and military spending."

As South Sudan gears towards Elections in December 2024, the electoral process includes different phases starting from design and drafting of legislation, the recruitment and training of electoral staff, electoral planning, voter registration, the registration of political parties, the nomination of parties and candidates, the electoral campaign, polling, counting, the tabulation of results, the declaration of results, the resolution of electoral disputes, reporting, auditing, and archiving. To effectively achieve the required results in the different phases of elections, there needs to be a conducive environment that provides free and fair civic engagement that includes the rights to freedom of expression, association and assembly, and participation as provided for in the country’s legislation. In August 2022 the parties to the RARCSS have unanimously agreed to extend the transitional period for 2 years ending in Feb 2025. The Transitional period accordingly is to end in national elections in December 2024. The rational for extension was to allow for the completion of some benchmarks in the sequence of critical activities to be completed during the transitional period. As the countdown to December 2024 draws near, the parties are politically divided as to whether the Roadmap ends in its natural logical conclusion or abscond some of these benchmarks and aim at conducting elections. The disagreement on completion of what are considered prerequisites for the conduct of elections is worrisome to citizens and observers alike. It is critically important that the parties to Agreement convene an inter-party dialogue to amicably harmonise their positions and give the citizens opportunity to exercise their democratic rights to elections and self-governance. Now is the right time that inter-party dialogue is more needed so that the parties harmonise their positions and reassure the citizens of peaceful and democratic ending of the transitional period. The United Nations Food and Agriculture Organization (FAO) conducted an assessment to study the impact of conflict on food security and livelihoods. The assessment covered Central Equatoria, Jonglei, Unity, Upper Nile, Warrap and Western Bahr El Ghazal states, and in the Greater Pibor Administrative Area. The study was conducted to generate policy and conflict-sensitive programming recommendations to inform decision-making and strengthen resilience to shocks and stresses in a conflict and gender sensitive way. With nearly 9 monthly to the Elections in accordance with the Roadmap, the parties to the RTGoNU as well as the other political parties outside the GoNU are bracing themselves for the December 2024 elections while already they are into pre-election preparations. The technical Commissions meant to prepare elections namely the NEC, PPC, NCRC and Nation Bureau of Static are into their works after their reconstitution. But the diverse positions are clearly coming out from the parties to the RTGoNU on whether the elections should be conducted in December or not. While the SSOA, OPP and the SPLM argue that elections should happen without necessary fulfilling some conditions, the SPLM-IO on the other side of the polar made its position clear that it will not be part of December 2024 election unless all prerequisites are accomplished. The SPLM led allies and the SPLM-IO positions are clearly and thoroughly asymmetric and once again recall to minds the uncertainties prior to the roadmap extension regarding the future of much wanted elections in South Sudan. In the context of International Women's Day, Proscovia, a receipient of the South Sudan Women Researcher's Network programme faciliated by the Rift Valley Institute, advocates for more resources to be allocated to women to enable them to contribute positively to the communities.

Different political parties in South Sudan have been stating their positions regarding the upcoming elections. According to peace monitors R-JMEC, the six-year period of the Agreement marks the longest period of relative peace, inclusivity and stability since South Sudan got its independence in 2011. Elections are intended to terminate the transitional process and usher in a democratically elected government. The South Sudan Opposition Alliance (SSOA), the Sudan People's Liberation Movement-in-Opposition (SPLM-IO) and the Other Political Parties (OPP) alliance have stated their positions regarding elections. They all say elections must be held in December. However, the SPLM-IO has voiced that all conditions that were set in the roadmap must be fully implemented first. The South Sudan Revitalized Transitional Government of National Unity (RTGoNU) is in its 4 years and possibly its final leg as elections are expected in December 2024. Professor James Ukuk tells Radio Miraya 's Sani Martin that there has been relative calm as the capital city Juba and the capitals of other States has experienced stability. He says the economic activity has attracted people to the capitals. However, he expresses concern on the rule of law as judges have left the judiciary. There are places in South Sudan that still do not have access to radio stations because of lack of transmission equipment that covers them. The BBC Media Action is doing something about this. The organization is taking radio to these areas through its community outreach programme. From radio dramas to listening group discussions, the BBC Media Action tackles important issues that in South Sudan communities including educating girls and combatting gender based violence.

This year, the National Unity Day Sports events has brought together about 284 under-17 participants, both boys and girls to compete in football, volleyball, athletics and Boru Boru games. South Sudan has up to 19 of the 21 diseases classified as Neglected Tropical Diseases by the World Health Organization. The country has limited health facilities and they are faced with a shortage of workers. Neglected Tropical Diseases are mostly found in remote areas that have no access to health facilities. Yak Yak Bol is the Director for Preventive Chemotherapy and Neglected Tropical Diseases in the health ministry. He tells Radio Miraya that the government must invest more in combatting Neglected Tropical Diseases so that they do not disrupt the lives of vulnerable people.

UNICEF has implemented the "Lologo/Juba Water Supply Project" in the southern part of the capital. This project has the potential to provide water to approximately 100,000 people in the Juba IDP camps and vulnerable host communities on the outskirts of Juba City. The constitution-making process will be a people-led process, that will be done in three stages: 1. Civic education and public consultations 2. Convening of a national constitutional conference where representatives of all sectors of society deliberate the first draft. 3. Legislative Stage. The text will be presented to the Constituent Assembly to approve final text before it is presented to President for assent and signing into law. The National Constitutional Review Commission was reconstituted on 03rd November and sworn in on the 21 December 2023. The R-NCRC requires up to 46 billion South Sudanese pounds to effectively conduct its mandate of drafting a permanent constitution. The 57-member commission needs the money to put its administrative structures in place, carry out public consultations and civic education, before elections in December. The budget has been presented to the minister of cabinet affairs. Chairperson of the reconstituted NCRC, Riang Yer Zuor and commission Secretary-General, John Abraham Natana, sat down with Yach James Garang on the Radio Miraya Roundtable program to delve into the critical work of this commission.

An economist says increasing the forex currency auction frequency proposed by the Bank of South Sudan will not reduce inflationary pressures exerted on the South Sudanese Pound. More than 80 civil society groups from South Sudan met recently in Dare es-Salaam, Tanzania and drafted a detailed set of resolutions expressing their grave concerns about the direction the transitional process in the country is taking. The civil groups are specifically calling for ‘a renewed approach’ to the transitional process – highlighting six key areas where they would like to see reform. Their resolutions were supported by 18 regional and international signatories, standing in solidarity with their counterparts in South Sudan. This comes exactly one year to the end of the extended interim period in December 2024, when elections are expected to be conducted. President Kiir says the governors are firing state ministers who are not do ascribe to the governors' political parties. As the world celebrates the Geographic Information System Day, UNMISS Chief Geospatial Information Officer Zahurul Islam explains how GIS technology has enhanced the capabilities of the peacekeeping mission. Since the unit was set up, it has helped peacekeepers with real time data on the South Sudan terrain. Islam says GIS also enables the real time data tracing of information on flooding in the country.

Baliet County in South Sudan's Upper Nile State has remote areas that have inadequate health facilities. The poor state of the few health facilities poses challenges for women when they are delivering babies. Health workers are inadequately skilled and the referral system in weak. The Agency for Child Relief Aid has conducted a five-day refresher training on Basic Emergency Maternal Obstetric and Newborn Care in Baliet County for health workers who include midwives. The agency's Partnerships and Business Development Manager Chrispory Juma explains how this training seeks to alleviate the challenges faced by women and health workers.

The United Nations Mission is South Sudan will convene all political parties in South Sudan to discuss options for federalism. Parties to the revitalised peace agreement reaffirmed their commitment to the federal governance system that will foster unity in diversity. A policy paper was derived from an academic research that was published by three commissioned experts and it is part of the conversations on the search for a suitable governance structure. President Salva Kiir Mayardit on Friday 03rd November reconstituted the National Constitutional Review Commission (NCRC), National Elections Commission (NEC), and the Political Parties Council (PPC) and appointed officials to lead the three institutions. The appointment comes ahead of the country’s first-ever general elections planned for the end of the transitional period in December 2024, as per the 2018 peace agreement. The reconstitution has been broadly welcomed nationally and by international partners. The African Union Mission in South Sudan (AUMISS), IGAD and UNMISS in a statement commended the government for initiating the process and urged swift implementation of outstanding tasks. As urban authorities in South Sudan are battling with malpractices in land use, the newly formed South Sudanese Institute of Architects is calling for the lawmakers to enact policies that regulate the built environment. They say the current Draft Building Code will ensure that building structures comply with the standards that are set to ensure public safety. The Reconstituted Joint Monitoring and Evaluation Commission – R-JMEC, is calling on the government to release the funds necessary for the newly reconstituted bodies to carry out their mandates effectively. Addressing the monthly plenary meeting of parties and stakeholders to the peace agreement in Juba, the interim chair of R-JMEC, Charles Tai Gituai said the facilitation of the National Elections Commission, The Political Parties Council, and the National Constitutional Review Commission is essential to the opening of civic space and the conduct of free and fair elections planned for December next year.

UN Special Representative to South Sudan, Nicholas Haysom welcomed the reconstitution of the National Elections Commission, The Political Parties Council, and the National Constitutional Review Commission, which the UN has on several occasions said, are essential to the conduct of credible elections. This was during the Reconstituted Joint Monitoring and Evaluation Commission – R-JMEC’s plenary. In a speech read for him by the Officer in Charge of Political Affairs within DSRSG’s office, Musa Gassam - Special Representative Haysom said the credibility of the bodies begins with establishing public trust and confidence in these institutions from their inception.

Yei River County legislators Peter Lomude Francis and Baba Samuel Manoa Aligo say people who were affected by flood in the area are in dire need for humanitarian assistance. The legislators say for the first time since 1998, Yei experienced floods that destroyed people's homes and washed away their farm produce leaving them stranded. Lode Francis and Manoa Aligo are appealing for both humanitarians and development assistance as some of the bridges connecting places in the county were washed away.

There has been a marked improvement in public response to HIV/AIDS prevention and treatment. According to the HIV/AIDS commission, the rise in the number of people seeking support is attributed to more awareness and access to testing facilities. The Geological Society of South Sudan says the 5.0 magnitude earthquake that happened on the 31st of October in Central Equatoria was minor to cause damage. President of the Society Ajak John Ateng says monitoring seismic activity will be important for the anticipating future occurrences. Programme Director of the Society Youditha Moses Labana revealed that the society is in the process of securing a seismograph from the Geological Survey of India.

Since 2010, the United States Government-Bureau of Humanitarian Assistance through its Embassy in Juba, has supported the International Organization for Migration’s Rapid Response Fund (IOM’s RRF) as funding mechanism to enable rapid humanitarian response to acute needs of people affected due to man-made and natural hazards in South Sudan and Abyei Administrative Area. RRF 10-years celebration is an event that will bring together all humanitarian actors and partners including government, UN agencies, CSOs, target groups and other stakeholders from around South Sudan and the world to raise awareness about the need for rapid humanitarian response during crisis and demonstrate collective solidarity in the face of the emerging crisis in the country.
